COVID-19: ORDER FOR ENTRY OF FOREIGNERS TO KAZAKHSTAN

Information is prepared by the WPK consultants on the basis of the legislative acts as of January 2021
Pay attention that the order for entry of foreign citizens to Kazakhstan has been temporarily changed during the quarantine restrictions period.

Please be aware of the current requirements.

1. VISA REGIME
Visa-free regime was suspended until May 1, 2021 by the decision of the Interdepartmental Committee of the RoK (IDC). Previously the visa-free regime was unilaterally applied to citizens of 57 countries:

Important: citizens of these countries now need a visa to enter Kazakhstan. Validity period and category of a visa depends on the purpose of your visit and a period of stay in the country. For example, for business trips (meetings, negotiations) you should apply for a B3 visa.

Visa is not required for citizens of countries with which Kazakhstan has concluded separate bilateral agreements on mutual visa-free travel of citizens.
2. ENTRY PERMISSION TO THE ROK
In conditions of the quarantine restrictions an entry permission is required to arrive in Kazakhstan. Such permission is issued by the inviting company (host party). Entry permit is issued by the Interdepartmental Committee of the RoK.
Important: a foreigner may be refused entry to the country in case of the absence of such permission.
IDC permission is granted:
  • for single and multiple entry-exit
  • for work and business purposes
  • to family members of a foreign employee (dependents)

Please note that the IDC permit is not required for citizens of 12 countries Kazakhstan has resumed direct air flights with:

South Korea
Turkey
Egypt
Ukraine
Belarus
Russia
Kyrgyzstan
Uzbekistan
Maldives

  3. Germany

Citizens of these countries can:
  • travel to Kazakhstan by the direct or transit air flights through these countries
  • arrive in the country under any purpose: work, business trip, tourism, etc.
  • enter the Republic of Kazakhstan without a visa upon availability of the bilateral agreement on visa-free entry and stay of citizens (otherwise a visa is required)

Entry permit to Kazakhstan is not required for a certain category of individuals. You may find the full list of individuals here.
3. PCR CERTIFICATE
Foreigners arriving in Kazakhstan are required to provide a PCR certificate with a negative test result for COVID-19. Children under 5 years old do not require a PCR certificate.

Term of a certificate should not exceed 3 days (72 hours) at the moment of the Kazakhstan border crossing. There were cases in practice when foreigners arrived with an expired certificate or without a certificate were deported from the country.
Foreigners arriving in Kazakhstan are required to provide a PCR certificate with a negative test result for COVID-19. Children under 5 years old do not require a PCR certificate.

4. RESIDENCE PERMIT HOLDERS AND FAMILY MEMBERS
Kindly note that if you are a foreign citizen who has:
  • residence permit in the RoK
  • family member who has KZ residence permit
  • family member who is a citizen of the RoK (spouse, parents, children)

Effective November 11, 2020 you will be restricted from entering Kazakhstan for no more than once in 90 days. If you left Kazakhstan, your return entry into the country is possible no earlier than 90 days after the last departure from the RoK. If you left Kazakhstan before 11.11.2020, you will be able to return to Kazakhstan no earlier than 30 days after your last departure.
The restriction on entry 90 days does not apply to:
  • individuals who have received an entry permission for multiple entries-exit issued by the IDC
  • citizens of 13 countries Kazakhstan has resumed direct air flights with
  • certain categories of individuals according to the approved list of the NSC Border service
    Kindly note that if you are a foreign citizen who has:
    • residence permit in the RoK
