Algorithm for obtaining IDC permission on entry of foreigners to Kazakhstan. Information is prepared as of April 2022
IDC entry permission
For the period of quarantine restrictions in Kazakhstan, there are special requirements for the procedure for crossing the state border by foreign citizens.

For a foreigner to enter Kazakhstan, the inviting company (host entity) must obtain a permit from the Interdepartmental Committee (IDC) in advance.

In the absence of such permission, a foreigner may be denied entry the country.
IDC permit is not required for citizens of countries with which:
  • unilateral visa-free regime is in effect: Australia, Austria, Bahrain, Belgium, Bulgaria, Canada, Chile, Colombia, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Indonesia, Ireland, Israel, Italy, Japan, Kuwait, Latvia, Liechtenstein, Lithuania, Luxembourg, Malaysia, Malta, Mexico, Monaco, Netherlands, New Zealand, Norway, Oman, Philippines, Poland, Portugal, Qatar, Romania, Saudi Arabia, Singapore, Slovakia, Slovenia, Spain, Sweden, Switzerland, Thailand, United Kingdom, USA, Vatican, Vietnam.
  • visa-free regime in the framework of bilateral agreements is in effect: Argentina, Armenia, Azerbaijan, Belarus, Brazil, Ecuador, Hong Kong, Georgia, Kyrgyzstan, Moldova, Mongolia, Russia, Serbia, South Korea, Tajikistan, Turkey, UAE, Ukraine, Uzbekistan.
  • regular air flights have been resumed: Armenia, Azerbaijan, Belarus, China, Czech Republic, Georgia, Germany, Egypt, Hungary, India, Iran, Italy, Kuwait, Kyrgyzstan, Maldives, Mongolia, Montenegro, Netherlands, Poland, Qatar, Russia, Saudi Arabia, South Korea, Sri Lanka, Tajikistan, Thailand, Turkey, UAE, Ukraine, United Kingdom, Uzbekistan, Vietnam, Japan.

Citizens of the abovementioned countries are allowed to travel to Kazakhstan by the direct or transit air flights.
IDC permission is still required for citizens of other countries and those who cross the Kazakhstan border not by air, but by land transport (train, auto).

How to issue an entry permit?
The inviting party prepares an application (petition) for issuing the IDC permission, indicating the following information
Information about the inviting company (type of activity, description of active projects)
Social significance of a project involving a foreign specialist
Number and list of foreign specialists, including family members (accompanying persons)
Purpose of stay, indicating the frequency of entry into the Republic of Kazakhstan (single / multiple entry-exit)
Foreigner's passport details and planned date of arrival in the country
Travel route (from the country of departure to Kazakhstan)
Pay attention: for repeated border crossing by a foreigner, the inviting organization must obtain the IDC permission for multiple entry-exit.
The inviting organization sends the completed application to the akimat at the place of its registration or to the relevant ministry. A copy of a foreign specialist's passport must also be attached to the application.

The application is accepted through the office of the akimat / ministry or through the eGov.kz portal.

In case of submission of incomplete information, the akimat / relevant ministry shall send a written reasoned refusal within 3 working days, indicating the reasons for the negative decision.

How long and by whom is the application considered?
The application is considered by the akimat / relevant ministry and agreed with the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan within 5 working days. With a positive review and approval, the application is forwarded to the IDC meeting.

In case of application approval, the IDC meeting forms a protocol and instructs the Ministry of Foreign Affairs, Ministry of Internal Affairs and Border Service of the National Security Committee of the RoK to assist in the entry of foreign specialists to the territory of the Republic of Kazakhstan (below is the diagram).

The akimat or relevant ministry within 2 calendar days informs the inviting organization about the results of the IDC meeting. Submit the IDC protocol.

After receiving the protocol, the host entity applies to the migration service to issue an invitation for a visa.

A visa can be obtained in the country of citizenship of a foreigner or in the country of his/her permanent residence.

A visa is not required for citizens of those countries with which Kazakhstan has concluded separate bilateral agreements on mutual visa-free travel. For example, Russia, Azerbaijan.
Key note: all foreigners arriving in Kazakhstan must present a PCR certificate. Validity of the certificate should not exceed 3 days (72 hours) from the date of issue of the result until the moment of border crossing.
