COVID-19: ORDER FOR ENTRY OF FOREIGNERS TO KAZAKHSTAN

Information is prepared by the WPK consultants based on practice and regulations as of October 2021.
Pease note that a procedure for entry of foreign citizens to Kazakhstan has been temporarily changed for a period of the quarantine restrictions.

Below information will be helpful if you are planning a trip to Kazakhstan or invite foreign employees, business visitors, relatives.
1. VISA REGIME
Visa-free regime was suspended until December 31, 2021 by the Government Resolution of the RoK. Previously the visa-free regime was unilaterally applied to citizens of 54 countries.

Pay attention: citizens of 54 countries need a visa to enter Kazakhstan. Validity period and category of a visa depends on the purpose of your visit and a period of stay in the country. For example, for business trip with the purpose of meetings and negotiations citizens of Germany should apply for B3 business visa.

Can a foreign citizen change visa of one category to another without leaving Kazakhstan?

VISA IS NOT REQUIRED for citizens of countries with which Kazakhstan has concluded separate bilateral agreements on mutual visa-free travel of citizens.

2. IDC ENTRY PERMISSION
IDC permission
In conditions of the quarantine restrictions an entry permission is required to arrive in Kazakhstan. Such permission is issued by the inviting company (host party). Entry permit is issued by the Interdepartmental Committee of the RoK.
Foreign national maybe refused entry to the country in case of absence of such permission.
IDC permission is granted:
  • for single and multiple entry-exit
  • for work and business purposes
  • to family members of a foreign employee (dependents)
For repeated border crossing by a foreigner, the inviting organization must obtain the IDC permission for multiple entry-exit.

IDC permit is not required for citizens of the countries Kazakhstan has resumed direct air flights with: Armenia, Azerbaijan, Belarus, Great Britain, China, Czech Republic, Egypt, Georgia, Germany, Hungary, Italy, Kuwait, Kyrgyzstan, Maldives, Netherlands, UAE, Poland, Russia, Saudi Arabia, Tajikistan, Turkey, Ukraine, Uzbekistan, Montenegro, Sri Lanka, South Korea.

Citizens of these countries are allowed to:
  • travel to Kazakhstan by the direct or transit air flights through these countries
  • arrive in the country under any purpose: work, business trip, tourism, etc.
  • enter the Republic of Kazakhstan without a visa upon availability of the bilateral agreement on visa-free entry and stay of citizens (for example, Turkey, South Korea, UAE), otherwise a visa is required
By the decision of the Interdepartmental Commission, effective September 18, 2021, Kazakhstan resumes direct regular flights with the United Kingdom (IDC Protocol dated 16.08.2021 No. 21/05).

3. PCR CERTIFICATE
Foreigners arriving in Kazakhstan are required to provide a PCR certificate with a negative test result for COVID-19. Children under 5 years old do not require a PCR certificate.

Term of a certificate should not exceed 3 days (72 hours) at the moment of the Kazakhstan border crossing.

There were cases in practice when foreigners arrived with an expired certificate or without a certificate were deported from the country.
Foreigners arriving in Kazakhstan are required to provide a PCR certificate with a negative test result for COVID-19. Children under 5 years old do not require a PCR certificate.

4. VACCINATION PASSPORT
Foreigners can arrive in Kazakhstan without PCR certificate if:
  • they have received a full course of vaccination on the territory of the Republic of Kazakhstan (regardless type of vaccine QazVac, Sputnik V, Hayat-Vax, CoronaVac, etc.)
  • they are vaccinated citizens of Mongolia, Hungary, Thailand, Georgia, Kyrgyzstan, Moldova, Turkey, Argentina, Iran, Armenia, Belarus, San Marino and Estonia

Entry into the country is carried out on the basis of the vaccination passport.

5. BODER CROSSING RULE
Kindly note that if you are a foreign citizen who has:
  • residence permit in Kazakhstan
  • family member who has KZ residence permit
  • relative or family member who is a citizen of the RoK (spouse, parents, children, brother, sister)
you may cross the Kazakhstan border no more than once in 30 days. Your return entry into the country is possible no earlier than 30 days since last departure from the RoK.

1/30 day border crossing rule does not apply to:
  • individuals who have received an entry permission for multiple entry issued by the IDC
  • citizens of those countries Kazakhstan has resumed direct air flights with
      Kindly note that if you are a foreign citizen who has:

      6. NOTIFICATION OF ARRIVAL
      Notification of arrival of a foreigner is required within 3 business days since his/her arrival in Kazakhstan. Submission does not depend on the order of entry and stay as well as purpose of visit of a foreigner.

      Notification letter is submitted to the migration service by the receiving party in the written form or via the Visa-migration portal.

      Late submission of the notification letter entails administrative responsibility of the host entity (invitating organization) in accordance with the Article 518 of the Administrative Offensive Code.
      Notification of arrival of a foreigner is required within 3 business days since his/her arrival in Kazakhstan. Does not depend on the order of entry and stay as well as purpose of visit of a foreigner.
