The service recipient applies to the branches of the State Corporation with the following list of attached documents:
1) a document on the completion of the immigrant criteria assessment for admission to further receipt of the public service “Issuance of a permit for permanent residence in the Republic of Kazakhstan to foreigners and stateless persons”, issued by the local executive body on issues of social protection and employment of the population or by a foreign institution of the Republic of Kazakhstan (with the exception of minors, incapacitated persons, investors upon petition of the authorized investment body, foreigners possessing in-demand professions, the list of which is approved by the authorized body on population migration);
2) an application‑questionnaire for the issuance of a permit for permanent residence in the Republic of Kazakhstan in accordance with Appendix 4 to the Rules for issuing foreigners and stateless persons permits for temporary and permanent residence in the Republic of Kazakhstan (hereinafter – the Rules) (registered in the State Register of Normative Legal Acts under No. 12880);
3) a copy and the original (for verification) of the service recipient’s foreign passport, or stateless person’s document, the validity of which on the date of submission of the application exceeds 180 calendar days; For visa‑regime countries, the presence in the passport of a visa:
· for permanent residence category B8;
· an investor multiple‑entry visa issued upon the petition of the authorized investment body categories A5, A6 (for investors);
· a visa issued according to the list of in‑demand professions for obtaining by foreigners a permit for permanent residence in the Republic of Kazakhstan, approved by the authorized body on population migration categories B9, B9‑1 (for holders of professions included in the list approved by the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated February 20, 2023 No. 49 “On approval of the list of in‑demand professions for obtaining by foreigners a permit for permanent residence in the Republic of Kazakhstan and the Rules for its formation” (registered in the State Register of Normative Legal Acts under No. 31938);
· ethnic Kazakhs regardless of the visa category issued to them.
For those who arrived from states that have concluded agreements with the Republic of Kazakhstan on a visa-free entry and stay procedure, a category B8 visa is issued after submitting the documents.
4) a document confirming one’s solvency (with the availability of funds in a bank account of not less than 1320 MCI for the period of consideration of the petition) in accordance with the Rules for confirming solvency by foreigners and stateless persons applying for permits for permanent residence in the Republic of Kazakhstan during their stay in the Republic of Kazakhstan, approved by the Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated June 30, 2023 No. 531 (registered in the State Register of Normative Legal Acts under No. 33001), or a document confirming the existence of grounds for exemption from confirming solvency in accordance with subparagraph 4) of Article 49 of the Law of the Republic of Kazakhstan “On Population Migration”;
5) a document on criminal record (absence of criminal record) in the state of citizenship and/or permanent residence (in case of a change of personal data (full name, date of birth) it is necessary to provide a certificate of no criminal record for both the current and the previous surname), issued by the competent authority of the respective state, certified by a seal and the signature of an authorized person (except for persons who have refugee status in the Republic of Kazakhstan, unless otherwise provided by international treaties);
6) a notarized consent of a child aged 14 to 18 for permanent residence in the Republic of Kazakhstan;
7) a notarized agreement with an individual or legal entity (for service recipients confirming their solvency during their stay in the Republic of Kazakhstan), or a notarized statement from an individual or legal entity (for service recipients exempt from confirming solvency) on providing the applicant with housing for residence and permanent registration. The validity period of this document is 180 calendar days from the date of issuance. If housing is owned — a certificate confirming the ownership of real estate;
8) a medical certificate confirming that the foreigner does not have diseases that prohibit entry of foreigners and stateless persons into the Republic of Kazakhstan, in accordance with the Order of the Minister of Health of the Republic of Kazakhstan dated September 30, 2011 No. 664 “On approving the list of diseases that prohibit the entry of foreigners and stateless persons into the Republic of Kazakhstan” (medical certificate form 028/у) (registered in the State Register of Normative Legal Acts No. 7274), valid for the period specified in the certificate itself (3 months);
9) one photograph measuring 35×45 mm;
10) a document confirming payment of the state fee (4 MCI);
11) a petition of the sectoral state body indicating the occupation group of the National Classifier of the Republic of Kazakhstan (hereinafter – NCRK) and compliance with the NCRK requirements (profession, skill level and specialization, diploma, work experience in the specialization, qualification level) – submitted by individuals who meet the requirements of the list of in‑demand professions for which a simplified procedure for issuing a permit for permanent residence in the Republic of Kazakhstan is established, approved by the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated February 20, 2023 No. 49 “On approval of the list of in‑demand professions for obtaining by foreigners a permit for permanent residence in the Republic of Kazakhstan and the Rules for its formation” (registered in the State Register of Normative Legal Acts under No. 31938);
12) a certificate confirming that a foreigner or stateless person has undergone fingerprint registration, issued in accordance with the Rules for conducting fingerprint and genomic registration approved by the Order of the Minister of Internal Affairs of the Republic of Kazakhstan dated September 30, 2024 No. 730 “On certain issues of conducting fingerprint and genomic registration in the Republic of Kazakhstan” (registered in the State Register of Normative Legal Acts No. 35161);
13) a written consent of the state of citizenship, or a departure sheet, or another document confirming permission to leave for permanent residence abroad (except for persons with refugee status in the Republic of Kazakhstan, unless otherwise provided by international treaties);
14) an application‑consent for the processing of personal data and the cross‑border transfer of personal data to the territories of foreign states in accordance with Appendix 1 to these Rules.
Documents specified in subparagraphs 4) and 5) with a validity period of more than 180 calendar days shall not be accepted.
