Foreign Workforce Quota Application in Kazakhstan

The Employment and Social Programs Departments have started accepting applications for the formation of the 2027 quota for the employment of foreign specialists.
If your company plans to employ foreign workers next year, you should submit a quota application no later than September 30 of the current year.
Preparation of the Quota Application
The quota application is prepared by the employer. It must specify the number and positions of foreign employees required for the following year. In some regions, supporting documents, such as copies of valid contracts with clients, must also be attached.
Where Should the Quota Application Be Submitted?
The application must be submitted to the relevant Employment Department. We recommend submitting a separate application for each region where your company currently operates or plans to operate in the following year.
Rejection of the Quota Application
Applications are reviewed by the Quota Commission. The Commission may reject the application in whole or in part if the employer has violated labor legislation or the conditions for obtaining work permits.
The Commission may also reject the application if it determines that the employer’s demand for foreign specialists can be met by hiring local personnel.

Quota Exemptions
A quota is not required for foreign employees transferred to Kazakhstan under an intra-corporate transfer (ICT) or for those who are exempt from the requirement to obtain a work permit.
