Within the framework of the legislation of the Republic of Kazakhstan, it is important to distinguish between a Permit for Permanent Residence (PPR) and a Residence Permit (RP). A PPR is an authorization granted to a foreign national or stateless person that entitles them to reside permanently in the Republic of Kazakhstan, whereas an RP is an identity document issued to a foreign national in Kazakhstan that confirms the holder's permanent residence status and serves as evidence of the granted PPR.

How we work

Important: The procedure outlined below describes the standard process for obtaining a PPR and an RP. At present, as a general rule, applications under this procedure are accepted in settlement regions designated by the Government of the Republic of Kazakhstan. For certain categories of applicants, some stages of the process, including the criterial assessment, do not apply; in such cases, the procedure is governed by special grounds established by the applicable legislation.
Consultation
The first stage is the consultation.

Language proficiency test (KAZTEST)
The test is conducted online and includes listening and reading sections.
Criterial Assessment
The applicant's questionnaire is processed through an automated system that assigns points as part of the assessment of the applicant's immigration potential.
Interdepartmental verification
Within 20 business days, the authorized government agencies will verify the applicant’s information.
Interview
If there are no grounds for rejection, the applicant is permitted to proceed to the interview. Based on the results of the interview, if the decision is positive, the applicant is issued a notice of preliminary scoring valid for up to one year, which must subsequently be attached to the application package when applying for a residence permit through the Public Service Center.

Obtaining a B8 visa
One of the key stages of residence permit application is obtaining a B8 visa.
A B8 visa will not be required if you are a citizen of a country with which Kazakhstan has concluded a bilateral agreement on visa-free entry and stay of citizens. For citizens of other countries, it is a mandatory requirement.
