We were contacted by a client – Kazakhstani company which was planning to employ foreign specialists from the Philippines. According to the legislation of this country, Kazakhstani side is required to submit the following set of documents for departure of the Philippines citizens abroad:

  • Passport of the company's chief executive officer;
  • Certificate of state registration;
  • Contract with the recruiting agency in the Philippines on search and selection of specialists;
  • Power of attorney given to the recruiting agency;
  • Emergency operating plan;
  • Guarantee letter for issuance of visa to the RoK.

The documents need to be legalized before submission. Our work on consular legalization consisted of the following stages:
Stage 1

Collection and preparation of a package of documents

Original documents
Client was asked to provide abovementioned set of original documents.

Authentication and translation
We have prepared the notarized copies of documents translated in English.

Application
Application form has been filled in for submission of documents for legalization in the Department of Consular Service of the RoK MFA.

Questionnaire
We have requested two designated questionnaire forms from the Embassy of the Philippines – application recruitment agreement and notarial service form.

Payment slips of the consular fee/duty of the RoK MFA
The consular fee was paid in the amount of 1,202 KZT* and duty in the amount of 7,215 KZT* for each document.

Stage 2

Legalization of documents in the Department of Consular Service of the RoK MFA

We have submitted documents to the Department of Consular Service of the RoK MFA for legalization. Following documents were additionally attached to the set of documents:

  • Copies of founding documents;
  • Copy of ID card of the chief executive officer;
  • Application form;
  • Power of attorney from a client;
  • Payment slips of the consular fees/duties.

The application was processed within the period of 3 business days. Upon completion we have received the documents bearing stamps of the Department of Consular Service of the RoK MFA.
Stage 3
Legalization of documents in the Embassy of the Philippines in Russia
As the Embassy of the Philippines in Kazakhstan is not presented, we sought assistance from the nearest Embassy of the Philippines in Moscow, Russian Federation.

We submitted questionnaire forms and documents earlier legalized in the Department of Consular Service of the RoK MFA. We received bank details and paid consular fee of 25 USD* for each document.
*rates of charges as of 2018.

Documents were processed within the period of 4 business days. Upon completion we received documents bearing the official seals and stamps of the Embassy of the Philippines in Russia. This means that documents were legalized and can be presented to the government authorities of the Philippines. The process of consular legalization has been accomplished.
Result
The procedure of consular legalization including time needed to send/deliver documents to/from Russia has taken approximately 1 month.

Legalized documents were duly passed to the client who then successfully provided them to the recruiting agency in the Philippines.
