Obtaining an IIN for foreigners
at Kazakhstan’s Embassies and Consulates
The article was prepared by WPK consultants based on the legislation in force in 2025.

April 2025
From April 18 to December 31, 2025, a pilot project is being implemented under a joint order of the Ministry of Foreign Affairs, the Ministry of Internal Affairs, and the acting Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan. The project provides a public service for the issuance and correction of the Individual Identification Number (IIN) for foreigners and stateless persons temporarily residing in the Republic of Kazakhstan.
The public service is provided by the Ministry of Internal Affairs of the Republic of Kazakhstan


through Kazakhstan’s foreign missions to:
  • potential investors;
  • participants in the circulation of goods within the framework of product labeling and traceability;
  • foreign citizens who are spouses of citizens of the Republic of Kazakhstan (for registering civil status records in the Civil Registry Information System);
  • minors (under 16) who are citizens of a foreign state and have at least one parent who is a citizen of the Republic of Kazakhstan;
  • foreign citizens accepting inheritance;
  • potential participants of the Digital Nomad Residency and Digital Nomad Visa programs;
  • foreign citizens with disabilities;
  • foreign citizens aged 65 and older;
  • manufacturers and registrants of plant protection products (pesticides);
  • foreign citizens who are heads of legal entities, branches, and/or representative offices registered in the Republic of Kazakhstan.

The service is provided within 1 business day, excluding the day of the request at the foreign mission.
In case of submission of an incomplete set of documents and/or documents with expired validity, the acceptance of documents will be refused.
What documents are required when applying to a consulate institution or the Ministry?
Personal application is required.

  2. A copy of the identity document and its original for verification (a valid international passport, unless otherwise established by international treaties of the Republic of Kazakhstan)
for potential investors, additionally one of the following documents:
  1. a copy of the document confirming membership in the Foreign Investors Council under the President of the Republic of Kazakhstan (original for verification);
  2. a copy of the investment contract concluded with the authorized investment body of the Republic of Kazakhstan (original for verification);
  3. a recommendation from government agencies or quasi-public sector entities confirming the implementation of an investment project by the applicant in the territory of the Republic of Kazakhstan;
  4. a recommendation from the AIFC confirming the registration procedures by its AIFC participant for the implementation of an investment project by the service recipient in the territory of the Republic of Kazakhstan;
for participants in the turnover of goods within the framework of labeling and traceability of goods additionally:
  1. a copy of the internal document of the organization "on the appointment of the first manager" and (or) for an employee of the organization, indicating job responsibilities related to the labeling of goods with identification means (original for verification) (indicating the list of goods in respect of which labeling operations are carried out);
for foreign citizens married to citizens of the Republic of Kazakhstan additionally:
  1. a copy of a legalized or apostilled marriage certificate (matrimony) with a translation into the state or Russian language, certified by a translator or an organization providing translation services (original for verification) (if the document is entirely in a foreign language);
  2. a copy of the identity documents of those who entered into marriage (matrimony) (original for verification);
for children of a foreign state (under 16 years of age), one of whose parents is a citizen of the Republic of Kazakhstan additionally:
  1. a birth certificate;
  2. a copy of the identity document of one of the parents and confirming citizenship of the Republic of Kazakhstan (original for verification);
for foreign citizens accepting an inheritance additionally:
  1. a copy of the death certificate of the testator (original for verification);
  2. a copy of the documents confirming the grounds for calling to inherit (marital and family relations, will, court decision);
for foreign citizens accepting an inheritance additionally:
  1. a copy of the death certificate of the testator (original for verification);
  2. a copy of the documents confirming the grounds for calling to inherit (marital and family relations, will, court decision);
for potential participants in the Digital Nomad Residency and Digital Nomad Visa programs, additionally one of the following documents:
  1. a copy of the diploma of IT education or a copy of the certificate of qualification in the IT field (original for verification) and a portfolio in the IT field with work experience of at least three years (for verification);
  2. a copy of the internal document of the IT company "on the appointment of the first manager" with a term of at least one year in the specified position (original for verification) (for managers of the IT company);
for persons with disabilities additionally:
  1. a copy of a medical certificate confirming the disability (original for verification);
for manufacturers and registrants of plant protection products (pesticides) additionally:
  1. an extract from the trade register or another document confirming the type of activity (license for the production of pesticides, agrochemicals and other plant protection products, a registration certificate of state registration of plant protection products (pesticides) in the territory of the Republic of Kazakhstan, confirmation of inclusion in the registration test plan of the Ministry of Agriculture of the Republic of Kazakhstan for registration of plant protection products (pesticides);
for foreign citizens who are heads of legal entities, branches and (or) representative offices registered in the Republic of Kazakhstan additionally:
  1. a copy of the document confirming the appointment to the position of manager (original for verification) (decision of the founders, order on appointment).
If the identity document does not contain the surname, first name, patronymic (if any), place of birth in Cyrillic or Latin, a corresponding translation of the document, certified by a notary, shall be attached.

Documents that are issued or certified by a competent institution of a foreign state or a person specially authorized to do so, within the limits of his competence and in the established form, sealed with the official seal of a foreign state, are accepted only after undergoing a special certification procedure (legalization or apostille).

Note: the special certification procedure is not required for countries participating in the Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Cases, done in Minsk on January 22, 1993, ratified by the Resolution of the Supreme Council of the Republic of Kazakhstan dated March 31, 1993, and the Convention on Legal Assistance and Legal Relations in Civil, Family and Criminal Cases, done in Chisinau on October 7, 2002, ratified by the Law of the Republic of Kazakhstan dated March 10, 2004.
